When positive the SURFACE_LEVEL prequel is considered relative instead of a datum value.
Notes
- This Attribute is by default set to 0 which means the SURFACE_LEVEL prequel is datum height.
- When set to 1 the SURFACE_LEVEL prequel is relative height.
