An UpgradeSpatial is a component of a Measure that stores spatial information on how to apply an Upgrade Type to existing Buildings when the measure is activated. The area to which the Upgrade Type is applied can be specified with a MultiPolygon.
UpgradeSpatials are allowed to overlap and are applied in the order at which they were added to the Measure.
An UpgradeSpatial is only applied to Buildings with a Function that has an upgrade pair specified in the Upgrade Type. A Building is upgraded by the first matching and overlapping UpgradeSpatial. Upgraded Buildings are ignored by subsequent applied UpgradeSpatials.
