Notes
- Foliage is excluded from the average when height is larger then attribute: Exclude foliage height m (Heat Overlay).
- Buildings and Water are also excluded from the average when Exclude buildings (Heat Overlay) and Exclude water (Heat Overlay) are positive.
- Finally when less then 10% of the average input remains the value becomes 1, less then 20% the value is interpolated between 1-avg and for >20% the average values is used. This is described in an erratum on page 126 of the DPRA Heat stress report.
