Editor → Future Design (Ribbon tab) → Measures (Ribbon bar) → Add spatial Measure (Left panel)
How to add a Terrain Spatial to a Measure:
  1. Select the Future Design tab in the ribbon bar.
  2. Select or add a new Measure
  3. With the Measure selected, click on the Add Terrain button
  4. With the Terrain Spatial added and selected
  5. Select the WATER 1 (default) entry
  6. In the detail panel, select FLATTEN as type from the drop down menu
  7. Use brush panel to draw Outer Area, and apply
  8. Select the Measure and click on Activate Measure to inspect its application
