Average (Traffic Density Overlay)

	AVERAGE	vehicles		The threshold for considering the amount of traffic "Average".	60

If the total amount of vehicles in a given location remains below this threshold, the location is considered "Quiet". If it exceeds this threshold, the traffic density will be at least "Average".
