UpgradeSpatials are allowed to overlap and are applied in the order at which they were added to the Measure.

An ''UpgradeSpatial'' is only applied to [[Building]]s with a Function that has an upgrade pair specified in the Upgrade Type. A Building is upgraded by the first matching and overlapping UpgradeSpatial. Upgraded Buildings are ignored by subsequent applied UpgradeSpatials.
